The reason this is not a real draft PR is so the workflow runs as it will when the PR is merged (just so I can see what issues it is running into).
This PR uses a workflow to update the changelog every time a new PR is created.
In response to Issue #25, this is not necessarily in the style of Cyclus as requested, but takes some of the burden off of future devs (hopefully).
