It's this again, but for versions greater than 4.0.0.0

upgrade SDK to 4.0.0 while using DAX

Update DAX constraints

The AWSSDK.DAX.Client is owned by the DAX team, we've reached out to them to update to V4 as well.

Their codebase is private so I can't link a PR, but we'll let you know when the new version is available.
