30 day Ads History slow to open when many ads are listed

Description

@kjozwiak mentioned that 30 day ads history is slow to open when there are a lot of ads listed. Occurs on the panel and brave://rewards.

After you click on the link to open the history if it takes on the longer side (10s) it looks like nothing is happening, since there's no visual feedback that something is loading.

Steps to reproduce

1. Have a lot of ads viewed in the past 30 days
2. Open 30 day ads history from panel or brave://rewards
3. Notice it takes a few seconds (anywhere from 2-10s) to open and show history

Expected result

Ideally 30 day ads history would load quicker but if that's not possible, maybe some visual feedback for the user to show something is happening
