intermittent flash while scrolling

Description

Hello,
on two of my laptops I get an intermittent brief "flash" during scrolling.
it happens only on the laptops (which have both intel and nvidia gfx cards), and not on my desktop (which have only an nvidia gfx card). On laptops I have configured brave to use intel card, but the flash still happens even if I change it to nvidia card.
this flash happens more often when I'm scrolling a page with videos (example 9gag.com)
when the flash happens it seems that for a fraction of a second the page goes black.
even if it is for a fraction of second I notice it, and it is quite annoying, to the point that I won't use brave anymore, until the issue is fixed.
please note that I have tested other browsers, and it happens only on brave (with brave shields enabled or disabled).
I don't see any flash on chrome, edge and vivaldi so I think it's caused by some changes you did.

Steps to reproduce

1. use a laptop with two gfx cards (intel and nvidia)
2. load a page with videos (ex 9gag.com)
3. scroll up and down until you find a video and keep scrolling around that video

Actual result

I see black flashes during scrolling

Expected result

I don't see any flash during scrolling, like in other browsers.
