Description

Brave Shields and Brave Rewards (via Address bar) UI can't be opened/viewed on a Tablet.

NOTE: This issue is not reproducible on Tablet in Brave with Cr136 or on Phone in Brave with Cr136/Cr137.

Steps to reproduce

1. Launch Brave with Cr137
2. Go to any website, for example, www.wikipedia.org
3. In the Address bar tap Shields > Observe that Shields UI is not opened
4. Tap Rewards > Observe that Rewards UI is not opened

Actual result

Brave Shields and Brave Rewards (via Address bar) UI can't be opened/viewed on a Tablet.
