"Custom sort order" in bookmarks sidebar not functioning

Description

Something broke the custom sort order in the bookmarks sidebar in the last two releases. If you select Custom sort order in the Bookmarks sidebar then attempt to change the ordering in the sidebar directly, you cannot drag/drop the items to change the order. Note that you can change them in the bookmarks manager, which will then be reflected in the sidebar, but you should be able to re-order them in both places.

Steps to reproduce

1. Open Bookmarks sidebar
2. Set ordering to Custom sort order
3. Try to drag/drop/rearrange items in the sidebar
