Description

The DNS default selection changes to OS default (when available) or Cloudflare after browser restart

Steps to reproduce

  1. Clean profile 1.80.69 CR137
  2. Open brave://settings/security
  3. Observe that DNS selection is OS default (when available)
  4. Restart the browser
  5. DNS selection changes to OS default (when available) or Cloudflare

The default selection should not change after browser restart
