Follow-up to #44933

Steps to reproduce

1. Launch Brave on an Android 8` device
2. Go to www.youtube.com
3. Play any video
4. Go to full screen
5. Tap Home button to switch to PiP
6. Lock and unlock device > Observe

Actual result

PiP black screen is seen after device lock/unlock. At the same time, the video continues playing.

Thank you for investigating this @hffvld , it led to some interesting discovery: the PIP implementation works good here. The issue is that the entire tab content turns black on Oreo an Pie.
The picture in picture was doing its job, that in this case was offering the black tab content.
I've filed a new GitHub issue containing all the details that superseeds this: #46237.
