Plugin Major for split off from phinx

I think given the complexity arising having to maintain the phinx BC, we should think about a clean cut off with a new major in migrations
v5 with then would be CakePHP 5.2+ probably?

This way we can remove all baggage and also include some long overdue cleanups, e.g.

• Allow namespaced migration files #475

and other BC breaking topics we can introduce now with this chance.

I dont think we should wait until cake6 to tackle this.

Yes, there are several changes in 5.2 that are necessary to slim down migrations more. I'd like to do one larger major release where we:

• Remove phinx as a dependency
• Remove all the shim code.
• Start using cakephp/database for schema reflection instead of the logic in migrations.

The migrations major would require cakephp 5.2+ which isn't great, but I don't have a better solution.

I don't have one right now. There is still a bunch of work left to do with removing the now redundant column generation + reflection logic.
