Slow download of artifacts from camunda registry in GH CIs

Description

During a recent release we notice that the test step of GH CIs is often taking a lot of times to complete (~15 min.). We notice that the problem seems related to downloading artifacts from our internal registry (https://artifacts.camunda.com/). Since all the project dependencies should be publicly available, they should be downloaded from the central maven registry

ZPA-Triage:

• needs action if we keep zpt for longer => let's rather spent time to include it in the zeebe repo
• seems to fluctuate and still be ~10m (double the time compared to older runs) - see https://github.com/camunda/zeebe-process-test/actions/workflows/build-test.yml
• quick-fix could be to use maven central
