Pagination Nav: does not have tooltip align control for next and previous button

For the pagination nav component, there is no user control over the position/align for the button translation
It will always be shown at the bottom.

It will be helpful to have a control so that the description tooltip can be displayed on top as well,
as pagination can generally be on the bottom of the page and description would crop off
