abr_prim_util_pkg refers to a deprecated function

In src/abr_prim/rtl/abr_prim_util_pkg.sv line 85, there's a reference to _clog2. However, this function is marked as deprecated and commented out (lines 10-40 of the same file).

As Xcelium now natively supports $clog2, propose to remove the `ifdef in lines 77-86.
