Use packages for hicn-sdk

Hi @juliaferraioli and @detiber

We would like to use this org packages infra to store a variety of artifacts.
As a start we are ready for Android libraries AAR and Docker images.

Do you have a name convention that we may follow for naming artifact repositories?
