Add photoionization out of metastable 2P levels of N I (trac #420)

Nitrogen can be photoionized out of metastable levels in PDRs. This process is treated for the metastable 2D levels, but not for the 2P levels, though continuum pumping in PDRs can excite both 2D and 2P. See also ticket #358.
