Description of the bug

When ERT synthetic is enabled, (as far as I know) as long as there is SOMEONE with Synthetic WL and Synthetic on in ERT preferences rolling for an ERT, they will always roll synthetic regardless of other roles. Sometimes, for some reason, it does not, though.

What's the difference with what should have happened?

ERT Synthetic should always roll if someone with the WL has it enabled and rolls for the ERT

How do we reproduce this bug?

Roll for ERT w/ synthetic set on.
Don't roll ERT w/ synthetic set on. ???

This is tricky because it will probably require testing on a server with more than a few people to actually roll for it
