About the pull request

Fixes some forgotten stuff from #8835, as well as general polish to all that

Adds bino to W-Y commando leader

Adds bodyguards selection to the CL bodyguard beacon to the admin response (has no CL facing changes in terms of interacting with the beacon)

Adds a tiny bit better and W-Y stylized survival pouch to PMC and some Goon survivors

Replaced all instances of goons using 7 slot and 5 slot combat packs, with 5 slot W-Y combat satchels

Buffs W-Y commando cqc and firearm carry skills

Fixes Shivas W-Y commando not having minimap icons

Fixes PMC survivors not using pmc weapons spawners, using generic ones instead

Fixes PMC survivors potentially having too much metal

Fixes Goon armor having red light

Fixes PMC riot squad having smartgunner in their team

Fixes some WY security guards not having WY patch

Closes #9104
