Allow test email in production with ALLOW_ADMIN_CHANGES=false

Hi,
when the system is configured with ALLOW_ADMIN_CHANGES=false i can't send an email test.
It could be smart to keep the "test email" button when the ALLOW_ADMIN_CHANGES are not allowed, too.

Good suggestion! Just made that possible for 5.7 (57e6454).
