Change Section order in entries view even CRAFT_ALLOW_ADMIN_CHANGES is false.

I believe that in CraftCMS 3, an admin was able to change the order of sections directly from the dashboard via the settings icon. Since CraftCMS 4, this no longer seems possible unless the CRAFT_ALLOW_ADMIN_CHANGES environment variable is set to true.

In my opinion, this functionality should be available even when admin changes are disabled. Would it be possible to re-enable this in a future release? Alternatively, could this behavior be made configurable via a separate environment variable?

The order of entry sources is saved to the project config, so there’s no way it could be altered on an environment that doesn’t allow admin changes.
