rule descriptions shouldn't repeat

Right now, the rule descriptions in the bottom panel link one-to-one with failing locations in the top panel of the issue child view.
So, if a rule fails because of multilple values, it's description appears multiple times.

Expected behaviour
There should be one description per rule in the bottom panel.
Clicking on that rule description should highlight all related failing locations across tables in the child view.
