fix the Dockerfile to match the mySQL example in docker/README.md
add healthcheck to start Mercator only when db is ready
add db to the docker-compose.yml.tmpl to make a working docker-compose file
set docker-compose template to demo

All these changes are made to match the instructions in docker/README.md and create a working docker-compose file for the project.
