isn´t coverage more a subject information?
If it is suitable for formal information, why not dct:spatial?
But I don´t think coverage or refinement is appropriate here.
DC-Lib-AP-Def.: "The value of this element may also be included in Subject if desired".
So I think, It should be used interchangeable with "subject" and not for a formal information
