Support dolt table import --dry-run

Add a --dry-run option for import that will try go through the whole import and just output all the errors for bad rows encountered. Currently without this option, you have to keep trying import over and over to see bad rows. Instead, you should be able to get all the errors you will encounter in a single shot.
