Create code flow PR FAQ

Context

Codeflow PRs will have a header in which they will link to a document describing the following:

• What is the codeflow (links to UB docs)
• Some general FAQ, examples:
  • Where do packages get built (links to UB pipelines)
  • How to find the new subscriptions
  • How to get a package built in a different repo (old way of subscriptions vs getting product packages via flat-flow)...
• What to do and whom to contact in case of conflicts
  • Depends on the darc commands we will create for this so might not be ready at the moment
• Some general explanation about the codeflow metadata (source-manifest.json and the Source tag in Version.Details.xml).
  • Maybe a diagram with a flat flow like the one from https://github.com/dotnet/arcade/blob/main/Documentation/UnifiedBuild/VMR-Code-And-Build-Workflow.md#introduction
  • Maybe some explanation of how the code flow PRs are created with links to https://github.com/dotnet/arcade/blob/main/Documentation/UnifiedBuild/VMR-Full-Code-Flow.md

Goal

• Create a wiki page in Azure DevOps with the content from above.
• Add a header to the code flow PR descriptions pointing to this page.

Notes

• The page will be a living document that we will keep updating so we can start with a more narrow one that will be expanded as we go.
• The main intent is that the PRs are actionable - it's always possible to say what the next step should be
• The PR header could look something like this (feel free to edit the wording):
