I8_Headers_and_Footers - Header and footer not adapting to resize/rotation

Description

When resizing/rotating some I8_HeaderAndFooters page, the header and footer doesn't adapt.

Affected cases:
I8 - DataTemplate header and footer for Vertical list
I8 - View header and footer for Vertical list
I8 - View header and footer for update
I8 - View header and footer for add and clear

Steps to Reproduce

1. Deploy https://devdiv.visualstudio.com/Pkgs/_git/VS.TestAssets.Xaml?path=/Assets/Projects/ManualMauiTests on Mac/iOS platform.
2. Click I8 -> Headers and footers -> Header and Footer (Add Clear)
3. Rotate your iOS simulator or resize the window to be bigger, you will see that the gray header and footer can't adapt.

Actual Behavior:
The header and footer don't adapt with the resize/rotation:

Expected Behavior:
The header and footer should be able to adapt with the resize/rotation

Is this a regression from previous behavior?

Not a regression, the issue also reproduces on 9.0.40-ci.main.25110.1 & 9.0.40 & 9.0.0 & 8.0.100 & 8.0.3
