AspNetCore and WindowsDesktop's shared framework needs the symbols as the linker mutates the original symbols and changes the checksum. Therefore the symbols that are getting uploaded as part of the runtime packages aren't sufficient as they are different than the runtime assemblies included in aspnetcore & windowsdesktop shared frameworks.
