Neutrinet scripts

• pads: a script to export the content of a pad to the old wiki
• vpn: a script to create a VPN account (and generate all the certs) manually
• ipv4: a script to insert the IPv4 addresses Neutrinet has in its possession and that are not yet in the address_pool table of the ispng database.
• dns: a script that updates the reverse DNS records (aka PTR records). To be used on the web VM toward the DNS VM
