2. New release https://github.com/ecell/ecell4_base/releases
3. Write release note

PyPI

1. Update cmake and gsl versions in https://github.com/ecell/manylinux-dockerimage/blob/master/Dockerfile versions with the latest conda-forge
2. Update https://github.com/ecell/ecell4_base/blob/master/.circleci/config.yml with the latest conda-forge boost
3. Check the manylinux wheel in circleci artifact
4. twine upload the manylinux wheel
