Update CLI instructions and remove old CLI files

CLI has been consolidated into a single bin/crawler.rb file.

• Remove bin/crawl.rb as its use is entirely covered by the new bin/crawler.rb file
• Remove bin/console.rb as it provides little value, users can just use irb to open a console
• Update CONFIG.md CLI instructions to use new CLI file
