In inline editing, we always scroll through the whole Visualization Configuration accordion content. @MichaelMarcialis suggests to restructure the markup or CSS in a way that would limit the scrolling container to the layer panel(s) only, thus allowing the toolbar to always be visible to the user.

This is how it works now:

The scrollable area is very small so we might want to rethink it first.
