[APM] Create a feature flag for the new Service Map API

Summary

The new Service Map API implementation might produce maps that differ from those generated by the current implementation, especially with Otel data (more details here #212550 and here #212638) .

Since there may be other unknown issues, we want to allow users to optionally enable it first. With this approach, we expect to gather some feedback and refine the solution before its GA release.
