[Observability:Functions page]Tooltip text inaccessible via keyboard

Description
Tooltip text is for users for additional information, instructions. And all users should be able to read, hear this text (when it is not repeating of the element title, but is additional information, explanation).

Preconditions
Observability -> Universal Profiling -> Functions page.
Use Screen Reader (NVDA).

Steps to reproduce

1.Navigate to header (f.e.: Samples) in the table which has info graphic.
2.Observe the header.

UI elements

Actual Result

• Headers with info graphics has tooltip text for them, but it is not visible for the users when navigating with keyboard (it is only present when user hovers over the header with mouse).

Expected Result

• Tooltip text is visible for user when reaching headers with the keyboard as well.

Notes:
Similar with
-Navigate to Show actions button in the table -> Press Enter -> Try to navigate through info graphics on the flyout. They are inaccessible.

-Storage explorer page -> Try to navigate through info graphics. They are inaccessible.
