ember-concurrency needs to provide a test waiter, rather than test-waiters trying to support ecosystem addons (which have different release schedules)
CI is already broken due to a variety of reasons, and the repo is not in a releasable state (intentionally so (we're blocking on v2 addon conversion)), so this PR is mostly for reducing diffs elsewhere and changelog clarity
