Workspaces drawer as a secondary sidebar

Problem Description

The current implementation of the Workspaces drawer has a few limitations, such as moving the services view to the side without resizing it (essentially hiding the rightmost section of the service while the drawer is open), and a not very agile method for organizing services as others have pointed out (e.g. #934, #146).

Proposed Solution

It would be great if the drawers menu could be converted into a secondary sidebar, that essentially allows one to navigate services without having to open the workspaces drawer. I think the code for the services sidebar UI could just be re-used, to avoid time-consuming modifications. But I admit I do not know how much effort this would actually require.
