Add nixosConfiguration with allegra services

[eureka-cpu]

A batteries included, out of the box machine configuration with allegra services enabled is necessary for reproducible deployments and for running NixOS configurations in Docker. A debug virtual machine already exists, but isn't fully set up. The end result should look much like the flake.nix in the lasr repository.
