A community playbook will help answer questions like "How do I facilitate a community hackathon?" or "How do we collaborate?" or "How to welcome new members?" or "How to create meeting notes?" or "How to write a blog post?" or "How to address code of conduct issues?" or "Where are all the different places this community's resources live?" or "What roles are available in this community?"
I think there's overlap with the concept of a "team compass", do we want to group these concepts?
Where should this live? In the same main geojupyter site? Or start creating ancillary sites, e.g. community.geojupyter.org
