ref(replay): Refactor Replay header dropdowns for web & mobile (#92381)

I switched over to a DropdownMenu based "Configure Replay" button. So
there's a chevron rendered now, and you need to click to open the menu.
This matches the `...` button.
The hover behavior before was weird imo, so i'm glad it's gone.

The items inside are the same as before, one list of links for web
replays, and a separate list/urls for mobile linking to mobile specific
docs.
