Increase typing for Issues team modules

I have started multiple typing PRs to tackle as a team. This will reduce the number of untyped modules the Issues team is responsible for.

• chore(typing): Set 6 #68504
• chore(typing): Set 7 #68506
• chore(typing): Set 8 #68507
• chore(typing): Set 9 #68508
• chore(typing): Set 11 #68714
• chore(typing): Set 12 #68715
• chore(typing): Set 13 #68717

This excludes the grouping modules since they have too many errors and will require extra work. I'm sure there are a few more modules that we own but this is a good start.
