Open demo, click on a block
Switch to another app e.g. Finder/Explorer
Make the Finder/Explorer window small and move it so blocks are visible
Right click directly on a different block to the one with passive focus
Note split passive focus/selection:

This issue appears to predate the various recent changes relating to focus and selection/cursor sync.

google/blockly#8820 might help here.
