Update Absl version and fix some gcc warnings

• Fix Absl cmake error by update to the version where it has fixed cmake: Install export is broken with abseil-cpp 20240116.0 or-tools#4079
• Fix some internal warnings
• Check if googletest has already existing
• Fix compilation with gcc older tha gcc 10, short circuit eval is not valid for precompiler when it is used __has_attribute()
  compiled and tested with cmake3.31.6/gcc9.4.0
