Database Initialization script with CREATE DATABASE LINK statement

I tried to create database link under newly created schema for example "NEW_SCHEMA".
I used this snippet but got ORA-01031: insufficient privileges. What should I do to create this Database Link?

ALTER SESSION
SET CONTAINER = XEPDB1;
ALTER SESSION
SET CURRENT_SCHEMA = NEW_SCHEMA;

CREATE DATABASE LINK "MYDBL"
CONNECT TO MYDBL IDENTIFIED BY mydbl
USING 'mydbl:1521/XEPDB1';

output

2024-10-09 00:00:00 CREATE DATABASE LINK "MYDBL"
2024-10-09 00:00:00 *
2024-10-09 00:00:00 ERROR at line 1:
2024-10-09 00:00:00 ORA-01031: insufficient privileges
