Weird order connect to host pc

Hello,

i have problem with stm32 f103c8 bluephill code in stm32cudeide in windows11

I am building a pedals controller for my racing game, using CDC for config and HID gamepad to the game, CDC and HID I managed using example code.

I have stlink connected to f103 for debugging and providing power to f103, after mcu reset, and plugged to the host, the device is not recognizing but there is something in the debug = 2
After 15 sec more or less

This came out USBD Suspend : Remote Wakeup = 0

while my stlink providing 3.3v, unplug and plug stm32 USB
debug = 2
then f103 is detected accordingly (CDC and HID)

It's funny when the first plugin is not detected, instead unplug and plugging, I short A12(DP) to ground its simulate unplug and plug the USB
