User deletion revamp - tombstone accounts

In order to support the academic research aspects of Isaac we are moving to a shallow delete or tombstoning approach. This allows the following:

• the shared resources users create on isaac to persist after account deletion
• deleted accounts to be recorded and used for research i.e. what kind of accounts
• us to remove all PII from the users account in a structured way
