[FIX] Public Agents on self-hosted setup not visible to other users #1116

Describe the bug

On a self-hosted system running on docker, User 1 creates an agent set to public. User 2 logs in and can not see or use the agent. They can see and use their own agents.

Additional context

When I create an agent via the admin panel, it is visible to all users on the server, but I have not found a way to define a knowledge base for the agent through the admin portal
