A mechanism to define the presence or lack thereof of a particular library / dependency, as a problem.

In certain migrations, we want to ensure that a particular library should be in the application (e.g. libraries that manage identify transparently), or that a particular library should not be in the application.

Hey @brunoborges, thanks for opening this issue. Can you explain a bit more about it? We have the java.dependency condition to check for dependencies, which can be negated (as all conditions). Wouldn't that cover the your requirement?
