gimp 2.99.16 gimp ML not visible in Layers

Describe the bug
I installed gimp 2.99.16 and the plugins. Selected the path and after gimp restart the gimML option in Layers does not show up...
What am I doing wrong?

I use ubuntu 22.04, python3.10

Update: at https://kritiksoman.github.io/GIMP-ML-Docs/docs-page.html says 2.99.6 is the GIMP3 version if you prefer not using forked GIMP-ML

If use GIMP dev build (so called GIMP3), go https://github.com/UserUnknownFactor/GIMP3-ML

And ONLY USE 2.99.12, the dev API is very unstable you can't even get it run on 2.99.13

For old version GIMP dev, go https://download.gimp.org/v2.99/windows/
