Publish a v1.3.x Patch Release

I see a few bug fix PRs in the queue and one more that recently merged, but I do not see a v1.3.x patch release milestone.

Thanks for raising this @danehans! Did you have a specific PR you wanted to see as part of a patch release?

The merged one actually did make it into v1.3, so this is more a question of if any of the upcoming bug fixes deserve a patch release. The first 2 on that list (more redirect codes and stricter header validation) both seem like they could be disruptive and something I'd rather leave for v1.4. I'd argue that supporting more redirect codes in particular is more of a feature than a bug. The other one seems like an optimization for our conformance tests, which would be fine in a patch release, but may not independently justify one.

The #3748 actually did make it into v1.3
