Custom annotations for deployed services

Background & motivation

We want to be able to expose (some of) the services deployed by kurtosis in for the external users.

The easiest way would be to use an ingress manager and tag those services with corresponding annotations.

Desired behaviour

In fact this is very similar to #1585 just for annotations.

How important is this to you?

Painful; the lack of this feature makes using Kurtosis frictionful.

I also recommend/desire this to be implemented. Support for ingress annotations would allow users to bridge the gap between their platform apps, e.g. dns manages, cert managers, as well as allow them to use their own ingress controller too.
