LinuxServer Changes:

Extract picons during build instead of init.

tvheadend Changes:

tvhmeta: Fix tvhmeta authentication to the tvheadend API.

Construct and add an Authorization header to the request, when a
username and password are provided to tvhmeta.

This fixes #6260.
