Add Attribution and Copyright Comment to Each SVG

Beautiful and concise flags! We directly incorporate the SVGs as icons for our localization elements. In our application source code we would like to be more transparent about the code we re-use, as such it would be helpful if each flag SVG contained a comment listing attribution, authorship, and copyright.
