BUG : unable to report bugs

The github issue page wan't me to use the ISsue Reporter to report issues. Fine.
But the Issue reporter won't let m create the issue as I don't have the green Create on GitHub button but a blue Preview on GitHub button that just leads me to the "Choose a template" page that won't let me report a bug.

The Report a Bug page also have link to report a button directly in the web browser instead of using the issue reporter, but this also redirects to the "choose template" page ...
